The School Council plays a vital role in the life of our school. School Council is the body that sets the vision, determines priorities, and
ensures that the school is responsive to the needs of the local community. All government schools in Victoria are governed by a School Council. Each School
Council is a legal entity in its own right, a body corporate constituted under
section 13 of the Education Act 1958.
The St Kilda Primary School Council consists of elected parent and community members, staff members and the Principal. School Council has the authority to co-opt additional members when and if the need arises. It is charged with the responsibility of developing educational policies, maintaining the facilities and grounds, overseeing financial operations and ensuring a quality education for all our students.
The St Kilda Primary School Council elections are held every year, when approximately one half of School Council members retire. Members are normally voted on to Council for two years. Our School Council consists of 12 representatives. Four members are Department of Education (DE&T) representatives, six members are Parent representatives (no more than one of whom can be a DE&T employee) and two are Community representatives. School Council meets about eight times a year, usually during the third week of the month when school is sitting.
The St Kilda Primary School Council operates effectively using a committee structure. These Committees are the:
- Communications and Development Committee,
- Policy, Charter and Leadership Committee,
- Finance Committee, and the
- Sustainable Environment Committee.
Each of these Committees consist of parents and teachers with parents making up the majority of members. Parents do not have to be a member of School Council to be a member of one of these Committees. The Council's Committees generally meet once a month.

Strategic Plan
Every Government school, both primary and secondary, develops a Strategic Plan which outlines the school’s priorities and goals over a three year period. These goals and priorities relate to improving the educational outcomes for the children. The progress of the school is reported each year at the school’s Annual Reporting to Parents meeting in March/April. In the fourth year a School Review takes place. Recommendations are made to School Council for inclusion in the next Strategic Plan.
School community consultation is always undertaken in the development of the Strategic Plan.

Code of Conduct
At St Kilda Primary School it is recognized that the values expressed in the school profile will
be reflected in the behaviour of all School Council members, and underpin the contributions
School Council members will make to the achievement of the goals and priorities in the School's Strategic Plan.
As such, the School Council has adopted a Code of Conduct (98Kb, PDF) which identifies values and behaviours to be demonstrated by its members.
